It is run by the advertisers for the advertisers who get to bid on what they think their advertisements are worth given the content, distribution and ROI. Advertisers get to 'bid' on their ad space, and also have a say in where their ad appears in the pagination, which editorial is close their ads, and who else is appearing in any given edition.
